Microsoft recently introduced Work IQ as part of the broader Microsoft Frontier Transformation. But what exactly is Work IQ, and why is it relevant for organizations working with Microsoft 365 Copilot? In this article, we explain it independently.
What is Work IQ?
Work IQ is the layer that enables Microsoft 365 Copilot and agents to understand how work actually takes place within an organization. Think of emails, files, meetings, chats, and business data. Instead of generic AI answers, Work IQ offers a personalized, context-aware experience tailored to the specific workflows of users and teams.
Microsoft describes Work IQ as the “brain” behind Copilot. The system consists of three layers: data, context, and skills, with associated tools.
Multi-model approach
A notable feature of Work IQ is the multi-model approach. Microsoft 365 Copilot offers users a choice of multiple foundation models, including models from OpenAI and Anthropic. Microsoft has announced that it will also add models from other providers. Copilot automatically selects the most suitable model for the task, but users can also make their own choice.
The data layer: the foundation
The data layer forms the foundation of Work IQ. Copilot is granted secure access to both structured and unstructured data from Microsoft 365, Dynamics 365, Power Apps, and — soon — Power BI. This includes content from SharePoint, OneDrive, Outlook, Teams meetings and chats, as well as rich metadata regarding collaboration and communication patterns.
Organizations can load additional business data from external systems via Copilot Connectors. Hundreds of ready-made connectors are available; organizations can also build their own connectors. Integration with Dynamics 365 and Power Apps via Dataverse is also on the roadmap, with expected widespread availability in the summer of 2026.
The context layer: understanding work patterns
In addition to direct access to data, Work IQ builds a deeper understanding of how people and organizations work. This is done through the context layer, which consists of three components.
Copilot's Memory — Copilot features both explicit and implicit memory. Users can provide instructions themselves or create reminders, such as a preference for active language. Additionally, Copilot automatically learns from chat history and behavioral patterns to provide increasingly personalized responses. In the coming months, this memory will be expanded with activity data from Teams, Outlook, Word, Excel, and PowerPoint.
Semantic index — Instead of simply searching by keywords, Work IQ uses a semantic index. This makes it possible to search based on meaning, resulting in more relevant search results. Security, privacy settings, and access rights remain fully in effect.
Business concept — Work IQ adds a layer of semantic understanding to Power Apps and Dynamics data in Dataverse. Through ontologies and glossaries, procedural knowledge is captured from existing business workflows, enabling Copilot to answer complex questions about people, teams, customers, and suppliers.
Skills and tools
Work IQ includes so-called agentic skills: specialized instructions that help Copilot and agents perform specific tasks faster and more accurately. Examples include scheduling meetings, retrieving data from external sources, or consulting meeting minutes.
If skills describe what needs to be done, tools actually execute it. Microsoft develops custom toolsets for this purpose, using MCP servers, agent flows, APIs, and plugins, among other things. Organizations can also build their own agents and add additional skills and tools.
Security, privacy and compliance
Work IQ was designed from the ground up with security in mind. Existing user permissions, security groups, sensitivity labels, and Data Loss Prevention (DLP) policies are respected. Microsoft also adheres to compliance with international regulations, including the GDPR and the EU Data Boundary.
Expandability for developers
Developers can integrate Work IQ into their own applications and agents via the Work IQ API, a standard RESTful interface. This allows agents to be built that are anchored in the live work context of Copilot Chat, including enterprise-grade identity and security management. The API will be available in Public Preview later this month. CLI support is already available; MCP and A2A support will follow.
What does this mean for your organization?
Work IQ is not a standalone feature, but a fundamental building block underlying Microsoft 365 Copilot. It makes Copilot more context-aware, personal, and reliable—provided the underlying data and governance are in order.
