Organizations are increasingly modernizing their data platforms to meet new applications and AI-driven workloads. Database environments are dynamic: workloads migrate between services, scale across regions, and evolve continuously. However, optimizing costs in this changing environment can be complex, especially when traditional cost-saving options require being tied to specific services, regions, or configurations.
To address these challenges, Microsoft is introducing a database savings plan: a flexible way to save on database usage while retaining the ability to modernize and expand.
Following the introduction of the Azure Savings Plan for Compute in 2022, Microsoft is now expanding this model to databases. The new Azure Savings Plan for Databases offers similar flexibility but focuses specifically on database services running within Microsoft Azure.
What is the Savings Plan for Databases?
The savings plan for databases is a spend-based pricing model. Organizations commit to a fixed hourly rate (for example, $5 per hour) for one year and receive a discount of up to 35% compared to pay-as-you-go rates on selected database services.
Instead of being tied to a specific service, region, or configuration, the discount is automatically applied to the usage that yields the most savings. Any usage exceeding the commitment is billed at regular pay-as-you-go rates, ensuring flexibility is maintained.
The model operates on the basis of an hourly commitment. As long as value is still available within the commitment within one hour, the relevant database costs are invoiced at the reduced rate. As soon as the full commitment for that hour has been utilized, additional usage is automatically billed at the standard pay-as-you-go price.

The savings plan supports changing database environments. Savings continue to apply when workloads migrate between regions or evolve to new architectures, without the need for additional purchases or reconfigurations.

Predictable budgeting and forecasting
By committing a fixed hourly rate, variable costs are converted into predictable expenses. This simplifies budget planning and cloud investment management for FinOps and IT finance teams.
Covered services and prices
The savings plan applies to selected database services within Microsoft Azure. The savings are calculated relative to the pay-as-you-go list price and are regionally uniform. Current prices are regularly updated on the Azure Pricing Calculator and pages.
The following Azure database services, among others, are eligible for the Savings Plan:
- Azure SQL Database
- Azure SQL Managed Instance
- Azure Database for PostgreSQL
- Azure Database for MySQL
- Azure CosmosDB
The exact discount may vary depending on the service and usage pattern.
SQL costs in Azure
When organizations use SQL services in Azure, the price typically consists of two components:
- The use of Microsoft's underlying infrastructure
- SQL Server license costs
Savings on licensing costs can be realized with Azure Hybrid Benefit. This allows organizations to reuse existing SQL Server licenses with Software Assurance or suitable subscription licenses in Azure.
The Database Savings Plan relates to the infrastructure costs of the service. For license savings, Azure Hybrid Benefit remains the relevant option.

At the time of introduction (March 2026), the Azure Savings Plan for Databases is available with a one-year term. This differs from the Savings Plan for Compute, which also supports a three-year commitment.
